Per essere promossa a fine stagione una squadra deve:

  1. Hanno presentato domanda per essere presi in considerazione per la promozione entro il 30 novembre 2016
  2. Supera un esame di valutazione del suolo entro il 31 marzo 2017
  3. Termina la stagione in una posizione superiore a quella di qualsiasi altra squadra raggiungendo anche i criteri 1 e 2
  4. Termina la stagione in una delle prime tre posizioni
